The newly released U.S. AI Action Plan emphasizes infrastructure, secure AI development, and export controls to maintain American leadership, according to Anthropic.
The White House has introduced ‘Winning the Race: America’s AI Action Plan,’ a comprehensive strategy aimed at ensuring the United States retains its leadership in the field of artificial intelligence. The plan emphasizes accelerating AI infrastructure and federal adoption, as well as strengthening safety testing and security coordination, according to Anthropic.
The AI Action Plan prioritizes the expansion of AI infrastructure and adoption, aligning with Anthropic’s previous recommendations to the Office of Science and Technology Policy (OSTP). This includes measures to streamline data center and energy permitting to meet AI’s power demands. The Action Plan also focuses on ensuring widespread participation in AI advancement through initiatives like the National AI Research Resource (NAIRR) pilot. This program aims to engage students and researchers nationwide, fostering contributions to AI development. Additionally, the plan highlights the need for retraining programs for displaced workers and pre-apprenticeship AI programs, reflecting a commitment to equitable distribution of AI’s benefits.
Securing AI development remains a critical component of the plan, with a focus on defending against the misuse of AI models and preparing for future risks. Anthropic commends the administration’s prioritization of research into AI interpretability, control systems, and adversarial robustness. These efforts are crucial for managing the potential risks associated with powerful AI systems.
The plan underscores the necessity of transparency in AI development, advocating for public reporting on safety testing and capability assessments. Anthropic supports the establishment of a national standard for AI development transparency, emphasizing that voluntary safety frameworks by leading AI developers demonstrate that responsible innovation can thrive alongside robust safety measures.
In a move to protect national security interests, the Action Plan calls for stringent export controls on advanced AI technologies. Anthropic concurs with the plan’s stance, particularly concerning the recent reversal on exporting Nvidia H20 chips to China, which could undermine U.S. AI dominance. The company stresses the importance of maintaining these controls to secure America’s competitive edge in AI technology.
